Panloob na Patakaran ng Lupong Tagapagpaganap ng CYF-SLJ

 

 

            Ang Panloob na Patakaran ng Lupong Tagapagpaganap ng CYF-SLJ ay isang kaparaanan upang matiyak ang maayos na pagpapalakad ng CYF-SLJ sa hangarin na higit pang mapaglingkuran ang ating buhay sa Panginoon. Ang naturang patakarang ito ay kinabibilangan ng mga sumusunod:

 

1.        Magkaroon ng apat (4) na regular na pulong ang Lupong Tagapagpaganap ng CYF-SLJ sa loob ng dalawang (2) taon.”

2.        Ang regular na pulong ng Lupong Tagapagpaganap ng CYF-SLJ ay gaganapin tuwing Enero at Hulyo.

3.        Kung ang isang kaanib ng Lupong Tagapaganap ay hindi makadalo ng dalawang (2) magkasunod na regular na pulong, ang pamunuan ay may kapangyarihang magtalaga ng kanyang kapalit.

4.        Sa unang regular na pulong ng Lupong Tagapagpaganap ng CYF-SLJ sa bawat ecclesial year (EY) ay mandated ang pagdalo ng representative o pangulo ng bawat kumperensya dala ang kanilang pang-isang taong plano at malugod na inaanyayahan sa mga susunod pang pulong.

5.        Sa pagkakataong hindi makadalo ang pangulo o representative ng kumperensya ay kinakailangang makapagbigay o makapagpadala ng sipi ng kanilang Plan of Action (POA).

6.        Padalhan ng strong reminder ang kumperensya sa hindi paggampan ng conference president.

7.        Sa anumang uri ng komunikasyon na matanggap (text, e-mail o sulat) ay kailangang tumugon sa pinakamabilis na paraan tulad ng text message.

8.        Anumang gawain sa pagitan ng dalawa o higit pang kumperensya ay mangyaring ipagbigay-alam sa Lupong Tagapagpaganap ng mga naturang kumperensya at sa pamunuan ng CYF-SLJ.

9.        Sa diwa ng ekumenismo ay malayang tinatanggap ang tulong buhat sa ibang denominasyon, lakip ang tagubilin na ito ay para sa kapakanan/tunguhin ng CYF, at ito ay dapat ipabatid at na-coordinate sa Lupong Tagapagpaganap.

10.    Sa anumang gawain na nagkaroon ng representasyon/partisipasyon ang CYF-SLJ, kinakailangang makapagbigay ng kaukulang ulat (written report) isang linggo matapos ang pakikibahagi.

The Southern Luzon Jurisdiction embraces the National Capital Region, the Southern Tagalog Region, the Bicol Region, and the islands of Mindoro and Palawan. The National Capital Region is composed of Metro Manila, the provinces of Rizal and Cavite. The Southern Tagalog Region is composed of the provinces of Laguna, Batangas, Quezon and the island provinces of Marinduque and Mindoro. The Bicol Region is composed of the provinces of Camarines Norte, Camarines Sur, Albay, Catanduanes and Sorsogon.

 

Southern Luzon is bounded on the west by the China Sea, on the south by the San Bernardino Strait, on east bt the Pacific and on the north by the Babuyan Channel.

 

Conferences

 

The nine UCCP conferences constituting the SLJ are strategically and geographically located. These are:

 

Kumperensya ng Timog Kanlurang Katagalugan -        some parts of Cavite and Batangas

 

Lowland Cavite-South Manila Conference – South Manila and some part of Cavite

 

Mindoro Conference – entire province of Mindoro

 

North Bicol Conference – provinces of Camarines Norte and Camarines Sur

 

Northeast Southern Tagalog Conference – some parts of Laguna, Batangas and Quezon

 

Palawan Associate Conference – islands of Palawan

 

South Bicol Conference – provinces of Albay, Catanduanes and Sorsogon

 

Southern Tagalog Conference – some parts of Laguna, Batangas, Quezon and Marinduque

Under the Constitution, the jurisdictional CYF shall have the following responsibilities:

  1. To develop their own program responsive to their needs;
  2. To raise funds, prepare and approve their budget;
  3. To elect their own set of officers;
  4. To promulgate their by-laws and policies to govern their affairs in accordance with this Constitution;
  5. To carry-out policies and implement programs of the National Assembly; and
  6. To elect their representatives to the higher judicatories.

 

Most do not know, however, that the essence of the above-mentioned responsibilities had already been shouldered by the first SLJC-CYF president, Patricia Lynn P. Salvador. She was elected on August 4, 1974 at the UCCP Headquarters, in Quezon City in the presence of Bishops Abainza and Hernandez. She was re-elected in 1976. During her tenure as an active SLJC-CYF president, she passed the bar examinations, proof that her faithfulness in serving God did not hinder her from doing well academically.

 

It was then under the leadership of lawyer Patricia Lynn P. Salvador and other UCCP CYFers that the National CYF Constitution and By-Laws were drafted.

 

The SLJC-CYF presidents who followed Pat Salvador consistently implemented the spirit of the NCYF Constitution and By-Laws. They are:

The SLJC-CYF has likewise published ABKD Manual to clarify misconceptions about the young people of our church. This manual states the purpose, the vision, mission and goals of the SLJC-UCCP.

 

SLJC-CYF leaders also participated in the discussion/consultation/forum/workshops of the proposed UCCP Constitution and By Laws before it was approved and ratified. A SLJC-CYF caravan put the leadership in touch with youth in different conferences.

 

Because of their concern for the financial conditions of the jurisdiction, the youth have embarked on a Finance Resource Mobilization Program to inform the CYFs on Christian Stewardship.

It is inspiring to note that the most of the early Protestants in the country were young people, who, with their youthful zeal and dynamic evangelistic efforts paved the way for the vigorous growth of Protestantism in the Philippines.

 

Today, our young people are involved in campus ministries. Many of our SLJC-CYFers wish to enter the ministry in response to the challenges of the time. They need our prayers.
